- Jack This sounds like an earth/ground fault on the left rear light assembly. Check all the earth connections: both that they exist and that they are clean/making good contact. If that does not work,

- Jack, the lower voltage suggests that that something in that side is drawing more current than the other. That usually menas added resistance like a poor connection caused by corrosion. It is acting
