I won't comment on all of the construction details you have raised, as that is mostly a local building code issue! However, the easiest way to cut in to the middle of a gas pipe run, and I have done

May not be able in this case, but I've always been able to disassemble the pipes (starting from the furnace or hot water heater) back far enough that I've been able to replace a 90 degree elbow with

You are right, but those are outside of the house and the gas company can do it but we couldn't, at least not in Walnut Creek and Cupertino, CA! I would imagine that most, if not all gas lines on the
