While on the subject of wheel rotation drag (it began with open wheel cars), another poster asked about effect on an enclosed wheel car. I can't answer for drag but lift should be considered serious

If the tire is covered, the top is of little consequence due to no air blast. Please explain how lift is created by a covered tire????? No vent required........I think. I would expect turbulence in
