I've only heard that name as a synonym for EDM (Electrical Discharge Machining). There have been several articles in Home Shop Machinist on how to build your own EDM; some of them were pretty simple.

I've not built one, but I've had bolts (and an EZ-out) removed using such a device. It worked great on all my pieces -- an exhaust manifold, and a cast iron cylinder head. Wasn't worth it, money wise

Rush, the link you referred to stated that the object being submitted to the disentergrator must be immerced in oil or water. I'd heard that before but I seem to remember that there are dry processes

I had broken off a tap in a head once and couldn't get it out. I took it to a tool and die shop. The guy did it while I waited and I got to see how simple it was. He had a VERY OLD junker drill press
