The old grease problem probably applied to the gearbox attached to the motor. Is that what you cleaned out? And did you remove the actual wheelboxes (directly beneath the wiper shafts)? On my B one o

I just did the wiper motor. I didn't do the wheelboxes 'cuz I tested them by taking off the wiper arms and looking at how they did when turned on. They spun fine, didn't check the rpm, but I'd say a

Well, the drag of the wipers on a dry screen is going to slow the thing down a lot. Mine won't even complete a sweep on a completely dry screen, for instance. So splash some water on it when testing.

The best thing would be to have the electrical diagram for your car. Find the wires for that circuit and follow them from the fuse box to the wiper motor. I have also found that cleaning out the fuse

Not related to the wipers but a trick I do is make a few photocopies of the wiring diagram. Then I can use colored pens to trace circuits and mark all over copies

Seems to me your off-load rate is way too slow at 2-3 secs per cycle, let alone the on-load rate. With such a big difference between off-load and on-load the problem isn't mechanical but electrical.
