- POR-15 is a moisture-cured coating, unlike paint that dries by solvent evaporation, POR-15 "dries" by bonding with the moisture in the air and the surface it's on. I suspect it's a pigmented urethane

- Two comments. Rust can't continue without oxygen. If rust continues under POR-15, then it doesn't form an air tight seal. However, I can't say whether POR-15's claim that it does seal, is true or not
