That's not really the safety valve- its purpose is to bleed out the pressure in the line from the pump to the tank (there is a check valve at the tank entrance to keep the tank air from escaping). It

I never owned one that blew, but I was at a shop one day some 30 yrs ago when one did blow. No one was in the building at the time, thankfully. It made a mess of everything in the path of the pieces.

You might try checking with a friendly dive shop. There are rules that require visual testing fairly often (yearly?) and hydro testing every xx years (10?). Probably don't want to test at full scuba
