If the filler neck extends downward inside the reservoir with slots in the sides of the neck, then you can fill to touch the bottom of the neck, as the neck is gaging the fill level with allowed air

fluid expands. BL at one time used to put a sponge collar around the filler neck, and I have found it necessary on my MGBs. It isn't critical, as long as the fluid level is above the top of the mast
