Sounds like the caliper cylinders are rusted and will not allow the pistons to retract. It's not an uncommon problem. You'll have to get new ones or have yours resleeved. I would go for resleeving a

I have been using silicone from the start in 1979 and I still ruined calipers because of rust INSIDE the brake lines. Now you understand why I said to replace ALL the lines. My calipers were about 6

FWIW - It's not uncommon in my experience for the area of the caliper where you insert the pad to be full of dirt and crud which also could cause the pads not to retract. Might want to clean that are
