There really isn't too much that can wear out in these things. The only replacement parts, are the brushes, and the bearings. My first guess is to open it up and check the brushes, and clean the arm

What Bryan said... ...in addition, there are three adjustment screws to adjust voltage, current and the cut-out. There are two and a half pages of instructions for the adjustments, so it's too much
