The guage is earthed through the sender unit. Short the sender unit lead to earth, if the guage works (should go to full scale), then the sender is shagged. Other wise it must be the live supply to t

Just realised that both guages are out. I suspect a short/break in the live circuit which should be looped between these behind the dash. This could explain the blown fuse. Julian.
