The first fuel filter should be between the tank and the pump. This keeps crud out of the pump that will kill it. Could be the problem. If the pump is filled with rust and dirt it may not be working

The pressure might drop in the large portion of the line but would increase again when it goes back to the smaller line size at the carb. The problem may be in the location of your pressure regulator
