Tom, Thanks for your input. However the piece I am referring to fits over the outer, aluminum steering column towards the front and just to the rear of the shiney aluminum cap and nylon washer. After

That c shaped clip goes between the dash column bracket and the ignition switch clamp. I'm not sure of its intended purpose but I do know that it determines how for back to move the steering column
