you might try heating first ,sometimes breaks the bond, let it cool then a liberal amount of good penetrating oil like PB, or Kroil, then drill and easyout. Russ Southwell 70 1600

You might want to try putting a soldering iron onto the rusted bolt after applying a suitable penetrating lubricant.
