Pour the floor first, then drill holes with a masonry bit. Then bolt it down with masonry bolts. Done.

I've got an upright 220v 6hp/60gal. compressor. It came bolted to a wooden base. That allowed the mfg. to staple the cardboard box around it. I took off the box, placed the compressor in the corner

Bob I have an alternative suggestion to offer, it is a little more work, but reduces vibration and makes it easier to drain the tank into a small pail rather than letting it spray all over the floor.

Use a rotohammer to drill for Molly Parabolts or similar anchor. These give you a stud sticking out. They get tighter the harder you pull on them, and you drill a hole the same diameter as the anchor
