I've cut those locks off using a dremel tool, and a largish number of fiberglass reinforced cut-off wheels. A die grinder would be much faster! Let the storage facility know what you're going to do,

Mark, This is an easy job with a 4 1/2 inch angle grinder and a 1mm disc. As long as you have clear access to the staple. You may need to cut the lock twice, either side of the staple. Try cutting on

The one I dealt with 5 years ago did just this. The fee was $10. The ease with which they cut through my "heavy-duty" shackle was a little disheartening.
