Check whether the link & rubber will slide up and down on the post. If it slides easily, then the silentbloc is failed and should probably be replaced. The rubber is supposed to be bonded to the pos

Yes, care must be given to the cut. I have done it with the single cut and punch method, like Randall. The diametric double cut method is quite quick, assuming a steady hand. If in doubt, do it like
