K&N specifically recommends against cleaning the filter with any solvent. Since the filter element is cotton, I've been using regular laundry detergent in a bucket of water to clean mine. I just stir

Blame the fan motor's bearings. They've either become misaligned, gotten dirty, or are shot altogether, causing an extra load on the motor. You could try giving them a cleaning/light polishing, then
