Sounds like the carbs for my 1970B. Those are indeed vents, they connect to a breather system on later cars, or on early cars like mine, to pipes that dump the fuel safely below the hot exhaust manif

If it's like my B, the front carb has three inlets on the float lid, the back has two. Each have an additional port just in front of the butterfly and the front carb has one more port for the vacuum

The dwell is important because it controls how long the coil is charging per cycle. Imagine if your points barely closed, there wouldn't be much time for current through the coil to built up a magnet

They have a spec that says as long as the DC resistance of the coil is 3.5 ohms or greater, it will be fine. I had two coils, only one passed this spec. I used the other, works fine. -- Trevor Boicey
