I continue to try and tighten the shock absorber (already in place) at it's top. However, it's top spindle is in fact, turning within the shock absorber. How am I ever gonna get two, or even one nut

Typically, there are two flats on the very top of the shaft that you can use to keep the shaft from turning while you tighten the first nut. Hold that flat place with a pair of pliers of crescent wre
