Possibly your battery charger is different, but mine won't come close to operating TR3 horns. And since they are somewhat voltage sensitive; I wouldn't want to use it for adjusting the horns, even i

Oh, I wouldn't say that. At 150,000 miles I had to replace the battery in my wife's Toyota. At 185,000 miles I had to replace the bulb in the dome light. Finally got rid of that money pit at 220,000

TR2-TR3 did have a hex head plug with straight threads and a (fiber) washer; but shortly before the introduction of the TR3A (engine 18902E) it was changed to a square-head pipe plug without washer.
