The SCCA allows bracing onto structural body parts (such as wheel arches) when it is inconvenient (or impossible) to secure it to the frame. This is for Autocross rules. Not sure about road race rule

Are you sure it is the rear? Disc brakes are notirious for squeeling if everthing is not quite right. Also, did your old wheel cylinders leak? Are your new cylinders leaking? brake fluid on the shoes
