It sounds like you are 360 crank degrees out with actually no4 on TDC Firing Rotate crank 360 and recheck valve positions. You want no1 valves both closed so rockers will be a little loose. No4 exhau

I think IIRC I held the ball in place with pliers and worked around the fingers lifting one at a time a little bit and jamming them against the ball. A few times around and the ball popped back in. T
