If you still have a cellular radiator core I would max out the pressure at 7 psi. If tube and fin core 14 psi is OK. Heater cores stayed cellular thru the 1970s without any problems from 14psi. Try 7

electric Hook up vac line , turn on and if you can hold on to motor and stall it it is weak. It should jerk out of your hand. If it doesn't, run some air tool oil thru it then heavier oil to reseal
