It depends on the steel in question and the end result desired. Steels can be air, oil or water hardening. There is also a tempering (re heating to a lower than quench temperature and slow cooling)

I already talked to Nate Jones,It turns out what I want is tire "buffing", not shaving. Shaving is done on the rim, buffing is done off the rim. Buffing is the preparation step in recapping tires. T
