Not that I am an expert in this area (anything I have owned has not been in stock form for longer than 1 week), but you can't get too creative with the offset either. Check out section 13.3 and 13.4

Depends on the wear rating inscribed on the sidewall of the tire. I think the softest allowed in Novice or Street Tire is 120. I'm sure someone will correct me if I'm wrong. It might be 140. --Pat Ke

If it is for a San Francisco Region class which requires street tires ("Street Tire" or Novice), it has to have a treadwear rating of 120 or more. If it is for Street Touring S or STX, it has to have

I am not aware of any tires with a treadwear rating of 120 or 130. The lowest treadwear tires I know of other than "R" tires have a rating of 140. They include: Bridgestone RE71, S-02 Pirelli PZero M

The reason that 120 was chosen is that there were some cars that came OE with 120 tires, and it was felt that they should not be excluded from Street Tire and Novice classes. Charlie
