Replace the brake line. THe rubber has deteriorated, it has fluid forced in under pressure and acts as a shunt. You will drag the brake until the seals melt. I did it myself last september. Lou -- Or

Jeff, You could be missing some key parts like the return springs on the parking brake or your brake cable is rusty & sticking or it was not assembled correctly or the brake cylinders are not sliding
