The light should work even the the car is off. You may want to check to make sure that it is on the right circuit. This light, according to my year, is connected to a hot lead(purple). According to

I have a 74 TR6...and you are not going crazy...the boot light on the 1974 does not go on unless the headlights have been turned on. It is really strange and a pain in the ass. As far as I know the
