Mike, I wouldn't disturb the plugs (it sounds like you have the later non-threaded plugs). The small parts you ask about should just fall out, carefully tip the cover upside down and shake gently. D

Mike--You have the bucket type plugs. You can drill them out and tap these three bores for a 7/16" set screw. Note the threads will be a little shallow, but there's no load here, to speak of. Besides
