A few years ago, my parents had a similar problem with their camping
trailer.  We had just added a bike rack to the rear of the trailer before
this pheneomenon started.  When we redistributed the weight in the trailer
to bring the center of mass forward some, the problem went away.  I don't
know if you can do anything like this in your application, but it just
might do the trick.
