Having NEVER raced with HMSA, I'm probably not qualified to give you advice 
on this ridiculous requirement, but I've never been accused of being timid, 
so here goes anyway....

Since Cris Vandegrif has taken over HMSA's management, I would just suggest 
calling him.  He's a reasonable guy, will very likely return your call 
(unlike Steve or Debbie), and will probably give you a reasonable answer.
