Double Bearing Hubs

I have a set of double bearing rear hubs off of a F Prod SCCA Sprite.
I want to use them on my vintage race Bugeye.  The problem I am having is
that the inner seal "rides" up on the axle housing flange, too far to get a
good seal. Also, when the hub is all the way on, it actually hits the brake
cylinder. I have updated the backing plates to later model double piston
cylinders, etc.

My question is, is the Bugeye rear axle housing slightly different from
later models?...  and will I have to machine the housing to fit the seal, or
are there shims I can use to bring the hub out a bit so the seal does not
ride on the axle flange.  This shim idea would also, seems to me, get rid of
the brake cylinder clearance problems. 

Anyone else go through this?
