That would be news to me. The factory reconditioned engines I've seen in
the UK were painted cheap black paint (as Jonmac notes) and got a special
FRE plate covering the original engine number.
Some suppliers to the UK car industry did use different paint to denote
reconditioned parts. I believe that's the reason we sometimes see Lucas
parts like wiper motors in a grayish-greenish-bluish color instead of the
standard black. A friend of mine told me once during his time as a motor
factor that he sold remaindered gray-green-blue paint to one of the
manufacturers so it could all be blended together and used on reconditioned
parts...
