I did a repair to a wheel box many years ago, and it is pretty distant
memory, but my recollection is that I didn't shim the knurled wheel (I have
no idea how that could be done) I shimmed the box so the cable was held
closer to the wheel. Material was in all likelihood an aluminum can cut to
fit.   As I recall the fix worked well enough to keep the wipers from
slipping the until the rest of the car oxidized beyond the point of safe or
practical use--i.e. a winter or two.
