Check on the back of the hub; I think there should be at least one (and
maybe 2 or 3) set screws in the hub that lock the control head to the wheel.

There's a photo at https://is.gd/cF9ux0 that shows the head of the screw
plus another at https://is.gd/j7zogA that shows how the screw comes out
inside the hub.
