My story in Illinois is similar.  It's scary to think I took off EVERY nut 
and bolt and put it all back together (inculding a remanfuactured, 
re-stamped VIN plate) and no one ever even look at the car. :-)  All the 
Secretary of State was interested in was that the fees check cleared.
