Did the Vitesse 6 even have a temperature gauge ? I thought that was one of

It was "standard equipment" in the Sports 6, of course, but all the
component bits are listed in the SPC, so certainly any Vitesse 6 owner could
have
ordered the bits and installed them. That applies only to the "early" Vitesse
6;
after HB15001 (latter part of 1963 and after Sports 6s as such were built
for the US), the dash changed to incorporate smaller speedo and separate tach,
flanked by separate fuel and temp gauges; in other words, the gauges that
most Spitfire and GT6 owners are used to having.

But the 121997 P/N both contradicts the TSB, and makes more sense. If we
substitute that number in the list given by the TSB, it all seems consistent
except perhaps for the Sports 6 using a voltage stabilizer.

I don't believe the early Sports 6/Vitesse 6 used a voltage stabilizer.
After all, except for the US Sports 6, there was only a tiny fuel gauge (in the
speedo) to "stabilize"! A stabilizer is listed for the Vitesse 2L, but not
(that I can find at quick glance) for even the later Vitesse 6 (1600) models.
