[TR] A couple of questions re setting the timing and points

Hi All,
 
1)       When setting the timing, do any of the vertical bolts securing
the distributor need to be loosened on my '74 TR6 before adjusting with
the horizontal bolt?
 
2)       Just curious, can a dwell meter be used to set the points and
if so, what is the dwell?
