I've disassembled a lot of TRactor motors, never had one I couldn't get out.
For the resistant ones, I use a cold chisel on the end of the key.  I lay
the chisel down such that it's cutting edge does not touch the crank
(although the side of the chisel does) and give it a healthy rap with a BFH.
Then I use the chisel as a lever to pry the key up.  Repeat as necessary.

I did hit the chisel too hard once, shearing the key off, but I was still
able to get it out by using the same process on the side/other end of the
key.

Of course the key gets replaced after this treatment ... I usually replace
them anyway.
