[TR] steering seal direction?

List,

I am rebuilding my steering box.  I am attempting to put the new seal for
the bottom of the rocker arm, however, I am unsure which side of the seal
faces up towards the sky.  One side of the seal is flat and the on the other
side one can see the spring.  Which of the two sides faces the sky when it
finally installed?
