Just a WAG, but my guess is that the DPO deliberately disabled it, by
twisting some wires together (like the ones to the seat/belt switches).
You've disturbed those connections enough to make them intermittent. I
owned a 74 Rabbit for awhile with that problem, eventually discovered that
the seat belt wires had been twisted together and stuffed under the carpet
(below the seat belt binnacle).

I have not worked on a 74 TR6, but I am pretty good with electrical stuff,
and have Dan's schematic. My inclination would be to punt the interlock
module entirely (pull it's connector off). To get the starter to work, all
that's needed is to jumper the white/red wire to the white/orange wire.
