Ian, I had a similar problem and it revolved around the ground in the tail  
light assembly.  I can't remember exactly and I am not at home to look at  my 
car, but I had bought a new wiring harness and it lacked a ground wire.   I had 
to splice on in so as the ground the tail light assembly.  I won't be  home 
for a couple of days to check, but that is my best memory.
