Randall may be right, I fooled with my 250 Hazard Switch in much the same way 
but I don't recall if the turn signals were ever involved.  I remember the 
dang thing would do a lot of clicking when first pushed on but nothing would 
flash.  Give it a wiggle side to side and flashing would occur.
