unknown TR3 part

What does this part do?  Is it metal?
It's shown in the Moss Catalog as no. 55 for the TR3 at:

and is a plate for the inner front fender mount.  Can one opt to leave it
off?  Since it is NA, where can I get a pair if I need to?
