Did you try pulling the small white/red wire off of the starter solenoid ?

That divides the problem nicely ... if the starter continues to run with the
white/red off, then the problem HAS to be the solenoid.  If it stops, then most
likely the problem is somewhere upstream, like the relay or the seatbelt module
or the switch.

Looking at Dan's schematic ... there is a wire that is always powered on the pin
adjacent to the output to the starter relay on the seatbelt module.  Sounds like
a good place to look, to me, since a short between those wires could cause your
problem.  Doesn't even have to be a very good short, since it only has to pass
enough power to operate the relay.

I had a problem on a LGC (little German car) once where the combination of salt
spray residue and evening dew was enough to pull in a relay.
