One last thought: If you can get a nut on there, and double-nut or weld it
in place, repeated applications of Kroil or PB Blaster interspersed with
long periods of time with an air impact wrench may eventually cause enough
vibration to loosen the thing up. This may be less likely to break the
stud than a long hand wrench.
Once the stud is broken, it's left-hand drill or EDM...
