Bike rack question

HI,

Does anyone have any experience with the Detachable Bike Rack (Moss
900-310)? It isn't too easy to determine how it attaches to the car. I need
something to transport a wheelchair for my spouse. The option would be to
throw it behind the drivers seat making it impossible to use a cover...etc.
