Dear Kurtis,

It is not intelligence, but simple common sense, that is needed.   In my 
experience, the higher the IQ, the lower the CQ (Common-sense Quotient). 
I don't know whether anyone has ever done any studies on this, but I 
would imagine that the safest driver on the road probably has a 100 IQ, 
and that those with IQs at the extreme ends of the scale (50- or 150+) 
are probably equally unsafe.   I don't do a hell of a lot of miles but I 
average a prang that is my own stupid fault about once every five years 
- and I have a 156 IQ.   Any rational testing system would have taken me 
off the road years ago!   Let's be honest, if I had any sense, would I 
be driving forty-year-old cars?

My suggestion for improving road safety?   Make it the law that no 
safety devices are to be fitted to any cars, no speed limits are to be 
applied to any roads, but that all cars are required to deliver a fatal 
electric charge to the driver when he or she hits anything.   That'd do 
it.
