Hard to say. 11:59:59 is AM and 12:00:01 is PM. But what do AM and PM
stand for? I think it may mean something like "before noon" (A being
"anti" or before and M meaning "mid-day" or what ever latin for
"mediodia"is) and PM meaning after (or "post') noon. If this is the case
then straight up noon, or 12:00:00 is neither AM or PM. But I guess you
could also say that 12:00:00.1 (or 1/10 second after noon) is PM. Or even
12:00:00.000001 (or 1 microsecond after noon) is PM. So however thin you
want to slice it, noon is neither. But on the other hand it is such a
small portion of your life that is is not worth fretting about.
But that is just a guess.
