Nope. Lucas' electrical division was sold off by TRW a couple of years ago
(2002?) and became a privately owned company in the UK, with licensing
rights to continue using the Lucas brand name. Lucas hydrualics is still
wholly owned by TRW...
As an aside, the new TRW / Lucas packaging (red/green) is horrible, it looks
like a deformed Christmas wrapping.
